2026-10-26 18:51

At the invitation of Member of the Political Bureau of the CPC Central Committee and Minister of Foreign Affairs Wang Yi, Minister for Foreign Affairs of Iceland Þorgerður Katrín Gunnarsdóttir will visit China from October 26 to 31.

CCTV: China released the Progress Report on the AI Capacity-Building Action Plan for Good and for All at the 2026 Global Governance Forum (Xiong’an). How does China see the role of AI capacity-building in global governance?

Guo Jiakun: Artificial intelligence is an emerging field in global governance, and a litmus test for the effectiveness of the global governance system. The global governance system would not become more just and equitable without the collective capacity enhancement of the Global South, and requires concrete efforts to strengthen the representation and voice of developing countries. China advocates for respecting the digital sovereignty of all countries. We believe that every country has the right to possess the foundational capabilities for independent AI development, and to seek a development path suited to its national conditions and practical needs, one that enables AI to be applied in real-world scenarios, address real problems, and generate sustained value.

As a responsible major country, China remains committed to providing global public goods in the field of AI. In 2024, China promoted the adoption of a UN General Assembly resolution on enhancing international cooperation on capacity-building of artificial intelligence, established the Group of Friends for International Cooperation on AI Capacity-Building, and released the AI Capacity-Building Action Plan for Good and for All. Over the past two years, China has taken major steps and practical measures to honor its commitment in advancing the above-mentioned initiative. Recently, at the 2026 Global Governance Forum (Xiong’an), China released the Progress Report on the AI Capacity-Building Action Plan for Good and for All, which systematically reviews the cooperation outcomes, practical experience and specific cases since the Action Plan was launched two years ago. The report identifies access to technology as the starting point and independent development as the goal, stresses the importance of demand-driven approaches, joint consultation and co-development for project delivery, and calls for promoting openness and open source and advancing AI models, data, and talent in a coordinated manner.

Looking ahead, we welcome more countries to join the World Artificial Intelligence Cooperation Organization, to explore more pathways for international cooperation on AI capacity-building, and to promote global AI development for good and for all with concrete actions.

Brasil de Fato: Brazilian President Luiz Inácio Lula da Silva has just won the reelection. Does the Chinese foreign ministry have a comment or message regarding the outcome of this election and the prospect of China-Brazil relations on Lula’s next term? (Similar question from UOL of Brazil)

Guo Jiakun: China takes note of the announcement by Brazil’s Superior Electoral Court of President Lula’s runoff victory and extends congratulations on that. China stands ready to work with Brazil to advance the building of the China-Brazil community with a shared future.

Asahi Shimbun: Former Japanese Prime Minister Yasuo Fukuda just passed away. What’s your comment?

Guo Jiakun: We express deep condolences and grief over former Prime Minister Yasuo Fukuda’s passing and heartfelt sympathies to his family.

Mr. Yasuo Fukuda is an old friend of the Chinese people, who actively contributed to the improvement and development of China-Japan relations. He has long been committed to the friendship between our two countries, and held a correct view of history. During his tenure as prime minister, China and Japan signed the fourth political document. After leaving office, he visited the Memorial Hall of the Victims in Nanjing Massacre. What’s more, he served for many years as Chairman of the Boao Forum for Asia, playing an important role in facilitating exchanges and cooperation in Asia.

Mr. Yasuo Fukuda once noted that the four political documents between China and Japan stipulated the principles governing bilateral relations, which we must bear in mind and never deviate from. Those firm and important remarks reflected the honor and responsibility of Japan’s statesman of the older generation and should evoke self-reflection and soul-searching among those currently running the Japanese government.

AFP: Just following up on Brazil, Bolsonaro has called for those election results to be annulled. Does China have a comment on that?

Guo Jiakun: China respects the choice of the Brazilian people.

People’s Daily: On October 23, Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi announced at the opening ceremony of the Global Governance Forum (Xiong’an) that China would issue a Position on Strengthening Outer Space Governance. Could you offer more information?

Guo Jiakun: Outer space is the common frontier of all humanity and space exploration is humanity’s common endeavor. As announced by Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi at the opening ceremony of the Global Governance Forum (Xiong’an), China has issued its Position on Strengthening Outer Space Governance. This is a major step by China to deliver on the four major global initiatives and advance efforts in building a community with a shared future for humanity in outer space.

The position paper takes the common values of humanity as the fundamental guidance and advocates that the development and security, as well as the stability and sustainability of outer space, should be pursued in a balanced way. It proposes that we should commit to openness and shared benefit, abide by the international rule of law, respect the rights of all States, advance innovation and development, safeguard common security, prevent armed conflicts, reduce misunderstanding and misperception, regulate commercial space activity, deepen international cooperation, and promote global governance.

The position paper outlines constructive approaches to address issues of common concern including development, security and governance in outer space, and provides a blueprint for relevant discussions and formulation of rules by the international community. China will continue working together with all parties in an open and constructive spirit to ensure that the outcomes of space development better benefit all humanity.

China Daily: To follow up on Icelandic Foreign Minister Gunnarsdóttir’s upcoming visit you just announced, how does China see the current state of China-Iceland relations? What are your expectations for the visit?

Guo Jiakun: We welcome Foreign Minister Gunnarsdóttir to visit China. China-Iceland relations have enjoyed sound momentum of growth in recent years. In 2025, when President Tómasdóttir was in China for the Global Leaders’ Meeting on Women, President Xi met with her and they reached important common understandings on deepening cooperation in such areas as economy and trade, geothermal energy, and people-to-people and cultural exchanges. As we mark the 55th anniversary of the establishment of diplomatic ties between China and Iceland this year, the Chinese side looks forward to in-depth exchanges with the Icelandic side on bilateral relations and international and regional issues of mutual interest to further enhance trust, advance cooperation and renew our friendship.

Yonhap News Agency: General Secretary of the Workers’ Party of Korea (WPK) and President of the State Affairs of the Democratic People’s Republic of Korea (DPRK) Kim Jong Un visited Dandong, China last week. Was the visit proposed by China or the DPRK? Can you share more information on this visit?

Guo Jiakun: On October 24, Member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and Chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) Wang Huning accompanied General Secretary of the WPK and President of the State Affairs of the DPRK Kim Jong Un on a visit to Dandong. Wang Huning conveyed General Secretary of the Central Committee of the CPC and President Xi Jinping’s cordial greetings and best wishes to Kim Jong Un. China released a readout, which you may refer to.

China and the DPRK are friendly neighbors. It is an unswerving strategic policy of the CPC and the Chinese government to maintain, consolidate and develop China-DPRK relations. The sound and steady development of the China-DPRK traditional friendly cooperative ties is in the interest of both peoples and conducive to regional peace, stability, development and prosperity. China stands ready to work with the DPRK to deliver on the important common understandings of the two heads of state and further advance bilateral ties.

Reuters: Regarding the ASEAN Defense Ministers’ Meeting Plus that will be held from this Wednesday in Manila, will China be participating in that meeting? Whether it’s sending high-level officials or delegation?

Guo Jiakun: The ASEAN Defence Ministers’ Meeting Plus is meant to play a positive role in enabling regional countries to step up dialogue, increase trust and promote cooperation. We oppose attempts by anyone to use this platform to seek selfish gains, hijack ASEAN and create trouble.

AFP: The United States last week designated the Confucius Institute Cultural Centers on American universities and campuses as a threat to U.S. national security, would China like to comment?

Guo Jiakun: We reject vilification and smears against Confucius Institute. Educational exchange and cooperation between China and the U.S. help enhance mutual understanding between the peoples of the two countries. They are desired by both sides and benefit both sides and should not be held back or disrupted.

Beijing Youth Daily: Yesterday, the 25th of October, is the eighth Anti-Sanctions Day designated by the Southern African Development Community. Zimbabwe recently held commemorative events and called for the immediate removal of the illegal sanctions imposed by Western countries. What’s your comment?

Guo Jiakun: China supports Zimbabwe in commemorating the Anti-Sanctions Day.

The illegal sanctions imposed by certain Western countries on Zimbabwe have lasted for over 20 years. The practice is a typical example of hegemonism. It seriously violates Zimbabwe’s national sovereignty, undermines Zimbabwean people’s right to development, and hurts international fairness and justice. China has supported the just aspiration of Zimbabwe and other African friends in various ways for eight consecutive years. China solemnly calls on certain Western countries to immediately remove the illegal sanctions imposed on Zimbabwe, and take responsible and concrete actions to develop the economy and improve people’s livelihoods there. China will work with African countries and the rest of the world to safeguard international fairness and justice, and support Zimbabwe in defending independence and sovereignty as well as achieving development and revitalization.

AFP: Serbia’s student-led movement won parliamentary elections on Sunday, ending 14 years in power for Aleksandar Vucic’s party. I was wondering if China would comment on the fact that Vucic said that the student movement was carried out with direct support from various European countries and the U.S. deep state.

Guo Jiakun: China upholds the principle of non-interference in internal affairs and respects the independent choice of the people of other countries.

We attach great importance to China-Serbia relations and stand ready to work with Serbia’s new government to carry forward our traditional friendship, consolidate political mutual trust and expand practical cooperation on the basis of mutual respect, equality and mutual benefit, so as to maintain the steady and sustained growth of bilateral ties.

Bloomberg: India has held the Chinese military responsible for disturbing the peace on the border amid reports of fresh confrontation. A spokesman from India’s ministry of external affairs said this happens when Chinese forces diverge from established patterns. Does the foreign ministry have any comment?

Guo Jiakun: China strictly abides by the relevant agreements and common understandings reached between the two countries, and conducts normal border patrol and control activities to safeguard its territorial sovereignty and stability in the border areas. China and India maintain communication through diplomatic and military channels. We hope that India will work with China in the same direction by jointly implementing the common understandings reached between the two sides and maintaining peace and tranquility in the border areas with concrete actions.
